libgfxinit + vbt + edk is the right path. looking at the 8470p board in the tree, there isn't a data.vbt. so you need to extract the VBT from the vendor firmware and add vbt.bin to your config. Your defconfig should look something like this:
CONFIG_VENDOR_HP=y # CONFIG_CONSOLE_SERIAL is not set CONFIG_INTEL_GMA_VBT_FILE="path/to/vbt.bin" CONFIG_BOARD_HP_8470P=y CONFIG_INTEL_GMA_ADD_VBT=y CONFIG_PAYLOAD_EDK2=y When the build is complete, vbt.bin should be shown in the cbfs listing.
