Issue #611 has been updated by Matt DeVillier.

I think I've found the issue actually: pre-Skylake Intel platforms all define
their MMIO ranges statically in ASL, and have a single window defined. That
works fine for bottom-up allocation, but not for top-down, where there are two
Windows, and we start with the top one. So the proper fix is going to be
migrating the older platforms to use the dynamically-generated MMIO windows
that the Intel common SoC's all use. Will push patches once I have something
working.

When booting Win11 using edk2 payload and top-down resource allocation (which
is now the default), pre-FSP 2.0 platforms all seem to have issues with the I2C
controllers failing to initialize.
