I think the difference is unimportantly subtle; deprecation is formal
intent to (eventually) drop.

The primary goal, as seen in the title, is to remove LEGACY_SMP_INIT and RESOURCE_ALLOCATOR_V3.

One purpose of announcements like the one by Arthur is to start a discussion how to get there while ideally NOT dropping the devices that would be affected (as listed in the original email).

I'll leave the rest of the email uncommented because it's only derailing matters even more.
