It _might_ be related to changes made to gerrit's drafts|private|wip feature a couple versions back: Initially it was possible to mark individual patch sets in a change private which was changed to a global "private" flag for the entire change. During migration, any change that came with a private patch set was marked private in its entirety to avoid leaking information (from those hidden patch sets). > Was it deleted?
