Published Friday, October 6, 2017 PCL ED, a Joint Venture, acting as the Construction Manager (cm) on behalf of PWGSC, is inviting Conservators of various disciplines to submit their Expression of Interest to pre-qualify to bid on the conservator portion of the Centre Block Rehabilitation Project. The project is located at 111 Wellington Street, Ottawa, Ontario. The building forms part of the Parliament Buildings National Historic Site of Canada and has been designated a classified heritage building that requires significant rehabilitation and conservation.
This Expression of Interest process is the first phase of a three-phase procurement process; the second phase is the Request for Qualification phase and the third phase is the tendering process. During the Tendering Phase, the pre-qualified bidders will be invited to prepare and to submit unit price tenders for this work. The successful bidder will be required to enter into a Unit Price based Subcontract contract with the Construction Manager. This Request for Qualifications document sets out the requirements for the submission of the Bidder’s Statement of Qualifications and specifies the evaluation criteria and Bidder selection process for this phase.
