I have a peculiar problem when trying to start Windows in safe mode after a 
system hang. It will load all the Windows files, and it wants to start the 
computer in safe mode, but it never gets there. It's stuck on the "Loading 
Windows Files" screen for several minutes -- and then the computer simply 
reboots and starts Windows into normal mode, which works correctly. But 
what if I am to encounter a problem where the computer would not start in 
safe mode when normal mode stops working -- that is to say, my normal mode 
Windows goes bad, and I have no choice but to start Windows in safe mode, 
but when trying to go to safe mode, the computer just restarts into a bad 
normal mode? THEN my Windows OS would be pretty much dead, and I'd have to 
start over from the factory image on the recovery partition.

Rather than being reactive, I want to take a proactive approach and see 
about repairing safe mode in Windows so that it works correctly in case my 
normal mode goes bad. What steps do you suggest I take in order to go about 
repairing safe mode?
