First you'll need your own hosting account (if it's a web app), you can use any free hosting account but some of them disable some functions that are required by facebook to run the applications. Then you register your app here http://www.facebook.com/developers/createapp.php, At the beginning the app will be unlisted, so you can test it without worrying about people getting on, then you'll need to do a lot of reading on the documentation http://developers.facebook.com/docs, it might be a little hard at the beginning but it doesn't take much to start to understand how things are going. You have a lot of supported languages that you can use, so you can pick whichever you prefer, about the earning profit part i'm not sure but i think you can add a simple payment method or something to the app and link the users to it, or something like that, but to be honest i never tried the payment part.
