The word "slow" was intended only to mean that this 13x13 event uses slower time limits than the other 13x13 event, to be held in October, with time limits of 9 minutes each (plus byo-yomi). Maybe "slower" would be a better word.

The April KGS bot tournament will be held on Sunday, April 1st,
starting at 18:00 UTC and finishing at 16:00.

It will be an 12-round Swiss with 13x13 boards and 19 minutes each (plus
fast Canadian overtime). It will use Chinese rules with 7.5 points

The winner will be invited to play an exhibition 13x13 game against a
strong human at this year's European Go Congress in Bonn, Germany around
the end of July.
