This situation is crying out for collaborative filtering.
But even individual filtering would help. Does KGS allow bots to prefer to accept game offers from some players rather than others? If you gave lowest precedence to players whose results against your bot have been above their rank level, then anti-bot discrimination would be much harder to sustain.
