Summary of results: I've been told about two slow servers:
OGS (Online Go Server) http://www.online-go.com/index.php Dragon Go Server http://www.dragongoserver.net/ The former has only a web interface. There is an Android app for the latter: http://www.hellogovernance.com/android-apps/andgs So far it seems to work well, but I don't see a way to start new games using the app; you have to start them using the web interface to DGS, but then can play using the app. (The "New Game" button is for recording a game.)
