That's only possible in free games, but not possible in rated games.

Last time I tried my program on kgs human players could simply declare
all bot stones dead and win regardless of the position. Did this
change?

Subject: [computer-go] Dead stones in KGS tournaments
I realize that most games in the KGS computer tournaments end in
resignation, but just in case:
Is there a phase for removing dead stones (as in games with humans),
or are dead stones supposed to be captured (as in MC playouts)?
