Olivier answered for the new version.
On the downloadable version, I don't remember exactly (almost 2 years
back now...), but I think Mogo will still pass if all the other moves
are clearly loosing. So it should "understand" somehow Seki
situations.
If that is correct, the sentence is not completely accurate.
It should more be:
"MoGo never consider a pass unless you pass first or all other moves
are obviously loosing the game."
