The discussion seems to be heading to a consensus: to use a single program to anchor the rating system, and it is best to keep the anchors that we currently use.
Additionally, we want a bunch of more-or-less fixed, more-or-less standard programs that cover as wide a range as possible, and it is ideal to run these on the server to help balance the pairings.
