Scanning through the log today, I found a similar situation in game
738998.
The setup is that two stones in the corner are captured by playing 1
stone. Recapture of the capturing stone is declared a Ko. There was no
SuperKo repetition involved in either game.

Hi Brian,
Player to move does not count in CGOS superko. Chinese rules are also
interpreted this way on KGS. You must consider a position as a
repetition as soon as stones on the board are on the same location, even
if the player to move is different. Most beginning programmers fall in
that trap.
