In my opinion:
1: USCF master compares to about 4d
2: FIDE master compares to about 6d
3: International master compares to about 7d/1p

I suggest to overlay the histrograms of player ratings and shift one
along the x-axis until the mode (peak in the distribution) are at the
same point. From that it should be easy to compare chess ELO
ratings with go ratings (or ranks).
