Yes, there is some overlap.  The 7/8 rule avoids those cleanup moves at
the end that are probably useless for choosing moves near the opening
position.   So my 7/8 is a dumbed down version of Michael Williams and
Christoph Birk method. 

It could be that most of the benefit is avoiding moves near the end. 

I'm sure that the formula for decaying weight could be tweaked too but I
would bet that 95% of the benefit can be had with something simple.
