I see you went with 7.5 for 13x13. I was about to suggest 8.5 but
changed my mind while writing this email. First evidence for 8.5 is
Robert Jasiek's comments (e.g. "I have observed that 8.5 komi for 13x13
... frequently lead to strategically demanding 0.5 games") here:
 http://senseis.xmp.net/?HandicapForSmallerBoardSizes

Second, Little Golem has used 8.5 for a few years, and this top
tournament has exactly 50-50 for black/white wins:
http://www.littlegolem.net/jsp/tournament/tournament.jsp?trnid=go13.ch.10.1.1

However, the tournament after has 15 to black, 21 to white here:
http://www.littlegolem.net/jsp/tournament/tournament.jsp?trnid=go13.ch.11.1.1

And the tournament before has 13 to black, 23 to white:
http://www.littlegolem.net/jsp/tournament/tournament.jsp?trnid=go13.ch.9.1.1

So, it seems 8.5 komi may favour white.
