The ICGA is the International Computer Games Association:

The ICGA organises the Computer Olympiad. It also publishes a quarterly journal, and organises conferences.

The programmers representative position was created in 1997, because programmers were concerned that the association was run by old university professors who had stopped writing programs for a very long time. So the position was created to let active programmers have more influence in the association.
