The GTP protocol does use the C4 coordinate system. So most GUIs and engines are likely to support both somewhere in the code. The main problem with changing the SGF standard now is the thousands of existing SGF files and utilities which will never be updated. At most, I think people could include support for reading both coordinates, but converting SGF to the "new" standard will break SGF for some.
