Thanks for the clarification; I thought somewhere I had read that with 
Tromp/Taylor rules stones in atari as considered dead. 

Gotta go fix my bot now.

CGOS uses Tromp/Taylor scoring exactly. 

That means if a stone is still on the board it is alive.  
Games must be fully played out.
