FWIW, I have also observed this behavior recently in a rated game
against my bot ggexp and it seems actually possible to cheat bots on
KGS, even when kgs-genmove_cleanup is implemented (which is the case
for GNU Go and clones). I don't have the logs anymore, but I clearly
recall seeing a warning in the kgsgtp output, about the engine "still
claiming stones at xx" (rightfully), right after a second (and, to me,
unusual) "dead stones submitted" message. I informed an admin and he
told me, they'll look into the issue.

Running the bot with the --capture-all-dead option, combined with
chinese-type rules (which can be enforced for rated games) would solve
the "problem" (doesn't give a chance for the opponent to claim
anything more than he should), but that precisely, wouldn't be very
nice for those who play fair (the vast majority)
