Was still being affected by this under Lubuntu 18.04, so I ended up throwing together a small bash script that works around the issue. Hopefully someone else can find it useful, it is best run automatically at login, and waits until compiz has launched before it does its thing.
Maybe not the cleanest solution, but considering how long people have been having this issue, I figured why wait any longer...
