so, I think I figured out why this was happening. in the Window Decoration settings, if your Active Shadow Radius is different from your Inactive Shadow Radius, then the windows wobble when alt tabbing between maximized windows.
It looks like the wobbly windows considers the difference in size between the window shadows as a window resize and causes the wobble.
