It is probably mate-specific issue. Try raising the issue on https ://ubuntu-mate.community.
Application switcher (Alt+Tab) is enabled by default under Unity & it is fine. See: https://i.imgur.com/add9tto.png It could also be a problem with graphics driver. Compiz not changing background color is a valid bug though. Does it also happen gnome-flashback (compiz) session? Try `compiz --replace` in terminal and toggle set-background-color.
