This issue is happening on my 2012 MBP 13inch as well. I am dual booting OSX and Ubuntu 16.04
The issue does not manifest itself when booted into OSX - only Ubuntu. How to prevent: Remove the power connector. When removed, the trackpad works normally. How to reproduce: Plug in the power connector.
