This affects Ubuntu MATE 16.04, but works correctly in Ubuntu MATE
16.10.
The default switcher in Ubuntu MATE is the Application Switcher. `Show
Minimized Windows` is defaulted to ON, but this setting is ignored.
Switching windows with Alt+Tab will only switch windows that are not
minimised, regardless of the setting.
