Daniel, the non-standard setting I have is my launcher icons are 32x32. In Oneiric, the issue is improved for me, but not completely fixed. For some applications, I can drag them smoothly from the top to the bottom. For others, I must drag them quickly, or their title bar gets stuck at the bottom of the top monitor. In my current session, xchat-gnome tends to get stuck, but firefox is moves freely. I moved xchat-gnome first, so that may be the cause. It's not at all clear to me.
