I'm using Elementary OS which is based on Ubuntu 10.10. I've upgraded compiz to version 0.9.2.1 following an article on Webupd8. After upgrade and restart, top panel keeps disappearing as soon as it starts for the first time. It reappears by clicking the desktop. Also without clicking the desktop, Its tooltips pop up if I move the mouse pointer to the top left corner of the screen.
One interesting thing I discovered is that if I disable desktop icons using ubuntu-tweak or gconf-editor, the top panel stops disappearing and starts visible.
