This is something that's always happened. Metacity and (I think) compiz
both leave it up to the apps themselves to remember their position and
size. I'll add an ayatan-design tag for evaluation if this is something
that we want to really be a part of Unity, but I don't expect it to get
addressed or fixed for natty.
