This is still present in 9.10. I believe the most important issues are those a) visible to new users out-of-the-box and b) which obviously differ from Windows. Hence this is a very important issue which is very likely to be noticed by new users, who will base their opinion of Ubuntu (and Linux) on first impressions.
This discussion has been underway for 2.5 YEARS and from a user perspective NOTHING has happened. If the tooltip is removed or amended to say how to move windows between desktops then the new-user damage is removed. This is a serious reputational damage issue.
