* would this be a bucket setting?
* or in file creation
tags can be changed, cant they? which means the xattr api should be used to get
at them.
* we already use xattr to read headers (though we got the naming of those attrs
wrong in a way which complicates some apps)
* we could extend this to allow get *and set* of tags
