VIO: dumpXattrs logic optimization
### How was this patch tested?
The test class TestOfflineImageViewer already
exists.TestOfflineImageViewer.testPBImageXmlWriter() method will call
dumpXattrs when input parameter of dumpXattrs has xattrs.
