Yes. `completeBlock` will updateQuota, so it needs BMWriteLock and
FSWriteLock.
`processExtraRedundancyBlock` chooses excess replica depends on storage
policyId, so it needs FSReadLock.
`isInSnapshot` depends on the full path, so it needs FSReadLock.
