Review Comment:
   I still wonder, is this not good coverage? basically regardless of where the 
bucket really is, since we have two tests with overriding region with us-west-2 
and eu-west-2, we will ensure that at least once, we have covered the cross 
region access case with central endpoint at least once. That's the main 
considerations for central endpoint tests, wdyt? maybe i can still use public 
bucket as an additional test?
