Fix For: 3.5.0
The current {{Dockerfile}} uses Focal (Ubuntu 20.04), which [standard support
ends in a few months|https://wiki.ubuntu.com/Releases].
The latest LTS, Noble, will provide an up-to-date base for the dev-support
{{Dockerfile}} and will continue to be supported for more than 4 years from now.
