Hmm interesting. I followed the steps in that second link you posted, and the results looked good when I ran `hugo serve` locally: I can see the announcement and 3.3.2 showed up in the list under the "Documentation" tab.
In https://hadoop.apache.org, under the "Documentation" tab, the "Latest" and "Stable" are already updated to 3.3.2, but somehow the announcement is not there.
