it seems the os version is ubuntu 14.04 and in the later failling jobs, the os version is 18.04: https://builds.apache.org/job/Hadoop-trunk-Commit/17020/console and according to https://packages.ubuntu.com/search?keywords=libprotoc-dev 18.04 only provides libprotoc 3.0, could this be a protential problem?
