As I warned on another patch, they've cranked back a lot on permissions due to spam problems. I think you may need to be tagged as a contributor to assign work to yourself or maybe upload patches. don't worry about the assigned bit ... if you keep submitting patches and talk about it —then it's clear you are working on it. Patch submission though, that will be needed. I've been having problems there even though I have full rights
