The current FileSystem open() method throws a generic IOException in its API specification. Some FileSystem implementations (DFS, RawLocalFileSystem ...) throws more specific FileNotFoundException if the path does not exist. Some throws IOException only (FTPFileSystem, HftpFileSystem ...).
