Hudson (http://hudson-ci.org/) is the continuous integration system used. In the hadoop-common project, there is a script that is integrated with hudson that generates the report you have referenced. The source for this script is src/test/bin/test-patch.sh.This script is invoked whenever the state of the JIRA issue is changed to 'Patch Available' (though I am not sure of the exact integration point in Hudson).
