    [BugFix][Vulkan][CodeGen] Change OpControlBarrier to AcquireRelease (#19619)
    
    Fixes #18915
    
    Vulkan codegen previously generated sequentially constistant
    OpControlBarrier SPIR-V instructions, which is invalid for Vulkan, where
    we would expect AcquireRelease.
