### What changes were proposed in this PR?
This PR fixes a bug where the cursor type behavior is random when
hovering on resources (specifically datasets and workflows). It seemed
that on different OS the pointer type on hovering over resources may
vary. Therefore we enforced the cursor type to be a pointer when
hovering over datasets and workflows.
