The metadata XML upgrade from legacy ISO 19139:2007 to newer ISO 19115-3:2016
is incompatible with profiles that extends the legacy schema. For example the
{{profiles/sis-french-profile}} module is broken with this work. For restoring
that module, we need to allow profiles to extend the {{NameImports.lst}} file
content.
Alternatively, we can also discontinue the {{profiles/sis-french-profile}}
module since it is not used much. However that module is currently our only
example of extending metadata, so it still have value as a template.
