### Purpose of this pull request
Fixes #13047
`incompatible-changes.md` had everything under one `## dev` section. This
splits the en and zh docs into `## dev`, `## 3.0.0` and `## 2.3.13`. Each entry
goes to the oldest release whose tagged copy of the doc already contained it
(checked against the `2.3.13` and `v3.0.0` tags), and anything added after
`v3.0.0` stays under `dev`. Group headings like "Connector Changes" repeat
under each release that has entries for them, and the empty template headings
stay under `dev`. No entry text was changed, only moved.
### Does this PR introduce _any_ user-facing change?
Docs only. The incompatible changes page now groups entries by release.
### How was this patch tested?
Checked that every non-heading line of the original file is still present
exactly once, and that the entry counts per release match the tagged docs (en:
3 for 2.3.13 and 24 for 3.0.0, zh: 2 and 23).
