Synced with the latest `dev` (403efee) in a merge commit that only resolves conflicts: kept both the new `dev` entries and this PR's entry at the top of `incompatible-changes.md` en/zh. On JDK 17, `./mvnw -pl seatunnel-engine/seatunnel-engine-server test` ran 670 tests with 0 failures and 1 error: `JobStateEventTest` timed out after 300 s with `IllegalStateException: Node failed to start!` (Hazelcast). This PR does not touch Hazelcast or that test, and its own tests pass (`RestUtilSubmitJobsParamsTest` 7/7, `JobInfoServiceSubmitJobsTest` 3/3). Re-running `JobStateEventTest` alone passes both on this head and on clean `dev` 403efee (3/3 in about 30 s each), so I treat it as an intermittent node start-up failure, not a regression from this PR. -- This is an automated message from the Apache Git Service.
