Classification: A / Transform-V2 multi-table validation. The `Copy` and `FilterRowKind` variants are confirmed. Both factories expose `MULTI_TABLES` yet use an exclusive-required top-level group, and the common construction path validates that outer configuration before it can use the rule embedded in `table_transform`. This must be coordinated with the broad required-option regression in #12781 and the `Filter` case in #12779. No exact open fix PR was found.
