The F3 guard guidance is already present in `JobStatusTest.testOrdinalOrderIsStableForInternalRpcCompatibility()` ([source](https://github.com/CryoThrust/seatunnel/blob/0cd5d8544e4c174f04432882237875bc44aae13d/seatunnel-engine/seatunnel-engine-common/src/test/java/org/apache/seatunnel/engine/common/job/JobStatusTest.java#L42-L50)): append new statuses and update the list; do not reorder existing constants or refresh the expectation without addressing wire compatibility. Added the #12342 pointer to the `NOT_STARTED_STATUSES` Javadoc in 0cd5d8544. The follow-up remains explicitly separate; this commit changes comments only. Module Spotless and skip-tests verification pass. The earlier 13 state-transition and two status tests remain the behavioral validation; they were not rerun for this comment-only change. The fork Actions pause remains unresolved, so I cannot provide a green CI run for this new head yet.
