Classification: F / Connector-V2 Postgres-CDC restore LSN boundary. The reporter has now completed the requested retest on `0278a6a74746856488dd27713736f008e3115c11`, which contains #12454: 30/30 runs delivered the row written while stopped, including three runs where the first message after restart exactly matched the stored commit-end LSN. Those three boundary hits replayed the transaction rather than filtering it, whereas the same boundary lost the row on the former base. This is sufficient source and reporter evidence that the reported fault is fixed in current `dev`; it is not a statement about an earlier released build. Closing the issue.
