This remains a STIP-level proposal, not an accepted implementation merely because the three stacked PRs exist. The foundation PR #12208 and both engine call-site PRs #12209 and #12210 currently have failed Build checks, so none is ready to merge. Before further implementation review, add the requested contract decisions to the STIP record: stable run and dataset identity; retry and idempotency across restart; a bounded, failure-isolated delivery contract that cannot block scheduling or checkpoint completion; precise namespace and name normalization; committed versus attempted output statistics; and validation that leaves `openlineage_enabled = false` completely inert. The Zeta and Flink call sites must consume that same contract rather than each defining their own lifecycle semantics.
