### Purpose of this pull request
If the task configuration 'checkpoint.interval' is missing or
checkpointEnable=false, the creation of checkpoint storage will not be
triggered.#9542
### Does this PR introduce _any_ user-facing change?
No
### How was this patch tested?
yes, When running locally and do not want to use the checkpoint feature,
remove the `checkpoint.interval` environment variable in the task configuration
to avoid triggering the creation of checkpoint storage.
